We want to start off this post thanking the Public Health Informatics Institute (https://phii.org/) for giving the Commonwealth Healthcare Corporation (CHCC) and TurnKey Solutions the opportunity to explain our success story and experience during the COVID-19 Pandemic in the Northern Mariana Islands. Thank you to the Data Modernization Initiative team that worked with us during the various time zones to connect and gather our input on partnering for success through a public-private collaboration.
The COVID-19 response in the Commonwealth of the Northern Mariana Islands (CNMI) is a testament to the power of public-private partnerships. The Commonwealth Healthcare Corporation (CHCC) faced significant challenges, including limited resources and a small healthcare infrastructure. To meet these challenges head-on, CHCC partnered with TurnKey Solutions, LLC, a local CNMI technology firm specializing in custom software, websites, and marketing. This collaboration not only streamlined data management but also transformed health service delivery during one of the most critical periods in recent history.
Together, CHCC and TurnKey achieved several key milestones:
1) Automated community testing registration, significantly reducing hospital call volumes.
2) Developed a Traveler Health Declaration system that effectively tracked incoming travelers and their quarantine status.
3) Launched a vaccination scheduling platform with automated reminders, leading to a 90%+ show-up rate for second doses and nearly 100% vaccination coverage.
4) Introduced a self-reporting portal that allowed individuals to access test results and quarantine timelines efficiently.
5) Adapted COVID-19 technology to public health initiatives, supporting chronic disease prevention programs with data tracking and participant progress monitoring.
The collaboration showcased the strengths of both parties: CHCC’s deep understanding of the community’s health needs and TurnKey’s ability to deliver tailored, flexible technology solutions. Transparent communication and direct access to decision-makers were essential elements that enabled TurnKey to adapt quickly—often times deploying new system features within 12 hours. This public-private approach not only safeguarded the health of CNMI’s residents but also set a foundation for ongoing data modernization efforts.
The TurnKey-CHCC partnership is an inspiring example of how public agencies and private companies can join forces to address complex challenges and drive meaningful outcomes. This successful collaboration underscores the importance of trust, innovation, and shared commitment to community well-being.
